As with other funding received by RACF, Low Income Home Energy Assistance Program (LIHEAP) funds originate from the Federal Government (U.S. Department of Health and Human Services), but pass through Pennsylvania's Department of Community and Economic Development (DCED). LIHEAP funding is utilized to assist low-income households in meeting the costs of home energy.
